There is no exact answer for this questions. It depends upon number of parameters like delivery limitation, targeting, which type of banners (swf, image) etc.
You can go for Quad core Xeon E5320 processor with 2 to 4 GB RAM.

2. Installation and configuration
We will install OpenX in your server and we will configure it such that it can deliver banner efficiently. Also, we will set cron job for maintenance script.

For banner A
USA 100000 impressions per day
Pakistan 1000 impressions per day
Iraq 20000 impressions per day
è Yes, we can make this functionality. We will make one module which will allow you(or advertiser) to set this settings in banner property/ delivery limitation page and OpenX will use this targeting info in delivery such that it will not deliver more impressions per day per country then given.
Implementation of this functionality will take 2 to 3 days.
