What we want to be able to accomplish is this …
1. Advertiser can sign-up on website
2. Advertiser can upload graphics
3. Advertiser can pay for impressions/clicks
4. Billing system
It looks like Billing System Integration (with Publisher payment UI) BILN3/BILA3 may work for us. But I need to know if the advertiser will be able to sign-up and upload their banner ads.

Here advertiser can upload his banners, edit or delete his banners.

Here advertiser can pay for impressions and clicks.
Admin has to create product, for example say product name as pro-impressions or pro clicks it will be a package of 1000 impressions are clicks.
Once admin have created this, it will be available for advertiser. If he want to book his impressions and clicks simply he has to purchase any one of those products then our billing module internal functionality will make the advertisers (Inventory details, contract details, priority in relation to other campaigns, delivery capping for visitor) filled and it work accordingly.
Admin can set the % of revenue for the Publisher and Publisher will be able to see the billing amount.
