We have already worked for many clients to implement unique billing system for this.

We can give advertiser/publisher self signup where they can signup for site.

Users as Advertiser can create campaign, banners and he can set campaign budget, expiration date, frequency capping, etc. Users as publisher can create zones (set it’s setting) and take invocation code to paste on his side.

Advertiser can pay to admin to purchase inventory while admin can pay publishers through his admin (publisher earning will be set by admin. Like 60% advertiser revenue)
